Restricted user account creation in bugzila.

Hi

I wanted to report a bug in gcc. I need to created an account in
bugzila but I'm getting the following message:

"User account creation has been restricted.
________________________________
Contact your administrator or the maintainer (***@gcc.gnu.org)
for information about creating an account."

I tried ***@gcc.gnu.org but had my email bounced back by mail daemon:

"Hi. This is the qmail-send program at sourceware.org.
I'm afraid I wasn't able to deliver your message to the following addresses.
This is a permanent error; I've given up. Sorry it didn't work out."

Who can I ask to create an account in bugzila?
